As the first facility built specifically for the USCIS, the Seattle Office certainly doesn't seem to be very efficient.
I first went in there for Biometrics, in December 2005. All the officers and security guards were extremely friendly and competent, but the wait times were horrendous. I had to wait for 2 full hours before having my fingerprints taken.
My second trip there was in March 2006, for my AOS interview. Once again, the wait time was just a tad much. We had a 1 PM appointment, and we were only called in by an immigration officer at 1:35.
When I was there in March, there was a huge line of people waiting to go through security outside of the building -- once again, not very efficient.
