I am the Moldovan fiance who had to travel to Bucharest for this visa. Just in case, my fiance also traveled there and we stayed nearby at the Comfort Suites Hotel. The interview went well. It was on Tuesday and there were not many people, about 6 cases in total. The total wait was about 3 hours but it included all stages, e.g. security check, submitting documents, fingerprinting, review of documents in total silence, interview, result and issuing the visa. Yes, we were lucky to get the visa the same day. Still unsure why that happened but maybe because I already had a social security # or emailed them often. Anyway, the Embassy staff were pretty nice. One advice for all: do make sure that the application forms (particularly DS 156) you submit are signed and dated. Since the instructions received by the Embassy stressed that the applications had to be UNSIGNED, the lady forgot to make sure I eventually signed, so I had to remind her and then she gave them back to me to sign.
I did the medical the previous day at Dr. Mara Toma from Opera Center at 9:30. She was nice and charged 100$. The results were ready on the same day at 2 pm.
