I will give 2 ratings here based on my personal experience. The first would be the packet instructions and material, the second part would be the actual interview process at the embassy on the day of the interview.
The packet was sent electronically to Lima on 11/09/2007, and the embassy completed initial processing on 11/13/2007. Starting about a week later, Angie (my wife) and I called the embassy twice a week checking on the status, and were told each time to wait longer, nothing was sent, etc...On 12/04/2007, we find out through a phone call they "forgot" to send Angie the packet, and her interview was on 12/12/2007, so we really had to scramble to get everything together and all the papers in order. She picked up the packet on 12/04/2007, and in the meantime, the embassy sent her two packets that she received in the mail on 12/07/2007 and 12/08/2007. That is when we realized that the packet they gave her at the embassy was the wrong one (it was for the IR-1/CR-1 visa, with slightly different instructions and forms). She finished all the paperwork up on 12/10/2007. Because of their neglect and blunder, we almost had a world of problems with this, if it wasn't for us staying so proactive and on top of them. Not to mention they initially gave her the wrong visa packet. I give this part of the embassy process a flat "1" HORRIBLE!
The interview was a complete opposite. I obviously couldn't make it to Lima with only 7 days notice, so Angie had to do it alone, but she said it was a breeze. She got there around 7:30am with only a few people in line. They got everyone in after the security checks promptly at 9:15 as the appointment time on the letter stated. They took the OS-230, DS-156, DS-156K, I-134 and supporting documents, the visa payment receipt, all 3 police checks, and the medical exam. She waited about 1 1/2 hours and they called her into the interview room. The CO asked Angie if I spoke Spanish, and since I don't, he conducted the 15-20 minute interview all in English. He asked about 3 or 4 times how, when, and where we met and how we became engaged. He looked at some of our pictures and asked questions about them (i.e. where/when they were taken, what we were doing, did we have fun). He was really nice and even made some jokes at my expense about some of the pictures and some of the stories she told about me. He thanked her and apologized for the embassy screw up, and then told her she can get her passport and visa in 3 days from DHL. They didn't even ask why I couldn't be there or anything about my family. Angie said they seemed to be most concerned with reviewing my taxes for the last 3 years and checking her police records, neither of which was an issue at all. This part of the process gets a "5". Complete transition from earlier.
