We did CR-1/IR-1
After about 2 months of I-130 approval in USCIS Mexico City, I was waiting to hear back from US Consulate in Ciudad Juarez. I called and emailed the consulate in Ciudad Juarez to see if my documents were processed. Initially. they said they couldn't locate the document. But after a few attempts, they emailed me backed saying it was processed. So I don't think they process the documents right away or don't initiate until attempts are made.
USCIS Mexico City was very helpful and quick.
I have been to a US embassy/consulate. They are more flexible with phones and backpacks.They store your phone for you and backpacks are allowed. Ciudad Juarez did not allow me to bring a cell phone initially. So I went back to drop off my phone in my hotel room. When I went back, while I was going through security, they said my backpack and my spouse's bag have too much stuff in it so they told me to put it elsewhere and come back. So I had to go back again. Our bags didn't have a lot of stuff either.
So you need to bring only the documents and your wallet.
But biometric was fast and easy. Also, the medical exam was very clean and fast (at least for the one that I went to was).
