The U.S Consulate in El Salvador were very quick in processing my parent's cases. They have a website where you choose your passport pick-up location, select your preferred interview date and time, and file and send the IV application.
They quickly send you packet 3 and 4 via email and accept packet 3 electronically to move things faster but ask that you also send it in physically (via cargo express) for their records. The line outside is very long and you cannot take any mobile phones inside but once inside the consulate officers (they have 4 consulate officers) call up people to their window and the interview is very brief (for IR-5 cases) and painless.... for my spouse's K1 fiance visa 5 years ago it was a totally different story but for my parents' IR-5 is super quick and painless.
The officers are courteous and professional.
