It seems that the process has changed for K1 visas. My fiancee did not receive anything from the embassy. Rather, the instructions for scheduling and preparing for the interview were sent to me (the petitioner) after I contacted the embassy to inquire about the case status.

When we finally gathered the documents, paid the visa fee at Societe General, we selected the first available date of Jan 27. My fiancee then contacted the embassy to see if the date could be changed to something sooner, and the message back told her that she could come on Jan 13. On Jan 13, she was told that the interview shouldn't have been rescheduled and to come back on the original interview date.

Come Jan 27, my fiancee finally gets the chance to interview! The CO asked several questions to establish the validity of our relationship, but did not ask for the evidence (my fiancee didn't think to show the evidence in the moment!) until the end of the interview when he gave her a while slip and told her to come back on a Tuesday/Thursday with it. She then finally showed him the evidence but he didn't bother going through them, telling her that the case is under AP and she will be called. It seems that he just didn't have the intention of issuing the visa.

Back to my first sentence about the change in the process. It seems that the re is no such thing as Packet 3 or Packet 4 (at least not in our case). Also, rather than getting a green slip at the end of your interview, it seems that you get a white slip and automatically put under AP (this gives them the chance to ask for additional evidence). When they finally decide to call you is when you bring your passport and receive your green slip. Ugh, how confusing!
