My fiance lives in Guadalajara and did his biometrics there the week prior to his interview in Juarez. He scheduled his medical appointment at Clinica Medica Internacional and everything went seemlessly there. He picked up his packet about 2 PM. His interview was early the following morning. There's some waiting involved but as for the actual interview he said they didn't ask him anything at all. He was out in about 2 hours. The interview was on a Tuesday and he had his visa in hand by Friday of that same week.
He was not at all impressed with the city although there are lots of restaurants and stores. Everything in the vicinity of the consulate seems safe and he felt comfortable walking around there. There was a shuttle bus to one of the medical clinics and the driver picked him up telling him where he was going was the same place but it wasn't so he had to walk back. When he checked in they told them that happens a lot -they try to "steal patients" to get more business. He also noted that there were a lot of people telling sad stories trying to get money out of the people waiting in line at the consulate. They were very convincing. Others tried to tell him that he needed to do something different with his papers. People who worked in the area these same people are there every day trying to con people, so it's good to be aware. He went to a movie while he was waiting for his plane back to Guadalajara and had no complaints about that.
All in all a very streamlined, straight-forward and simple process!
