This was my second encounter with the US Embassy in Bucharest. This time though, I was scheduled to be interviewed at 1pm. Only about 10 other people were present for interviews, unlike in the mornings, when the B1/B2 candidates barely fit under the shelter outside.
I was there about 30 min earlier. They called our names at precisely 1pm. There was a little delay for me, as I had my 7inch tablet on me, and they don't allow any devices (other than phones) in the building, and they don't tell you what to do with them either. I ended up pleading with a guard to keep it, who did so despite the rules
From then on, everything was smooth. Window 1 for passport and TNT confirmation, window 5 for fingerprints, window 11 to pay the $240 fee, back to window 1 to give them the rest of my required documents + relationship proof. Waited a few minutes, I suppose they looked over my papers to make sure I had everything, and then I heard my name to be interviewed at a different window. The CO, a very nice young lady, asked me to digitaly sign and swear that everything in the application and everything I was about to say was true. After that, only two questions: how did you meet? when do you plan to get married? I answered with details, she quickly browsed through my very generous file (me and my fiance had met 8 times in the last 17 months, so we had a lot of proof), and said "this looks like a very clear cut case, so I'll grant you the visa".
All in all, a very pleasant experience.
