I did a DCF for a CR 1 Visa for my Senegalese husband. No complaints about the embassy. Two weeks after submitting the petition my husband received a call from the embassy to pick up his visa packet. Two weeks after that we had the visa. They were very polite and professional. We had all the necessary paperwork ready and complete at the visa interview, so things went quickly.

my fiance was placed in AP and about 45 days later the embassy sent our case back to USCIS for revocation/review. We got married and are submitting a new app so we will be seeing them again.

After 3 interviews, we were approved.
The embassy in Dakar is VERY strict about having a good I-864 (affidavit of support).
Make sure you are ready to show good income or assets. As long as they know that you can support them, atleast until you can get to the u.s. and they can begin working, you should be ok.

I applied for a permanent resident visa for my Central African spouse at the US Consulate in Dakar a few months back. The experience was generally very positive. I presented all the documents stated on the checklists that I found on the internet and was not told to bring other. The consular officer and the local staff we dealt with were respectful and pleasant. (I will allow that some of the interrogations that we overheard of cases that were more than dubious were handled in another manner.) The entire process, very much opposite to my expectations, from the date of the first appointment to deposit her initial petition to the very much appreciated congratulations your visa is granted was approximately two months. Six of those weeks were spent putting together the various documents required for the second interview such as the police files.
