First, I would like to say that this embassy holds true to its reputation of excellence.
My wife's appointment was at 13:00 on Oct 1st, 2014 and since I have been living with her in Romania since 2013, I was allowed to join her at the interview. Every person we encountered working at the embassy was polite, professionalism, and genuinely helpful. Our case was expedited and we provided exactly what the requested from our AoS and IV Packet and it went very smoothly.
A quick timeline of the events.
12:15 - Arrived at embassy and asked to wait across the straight until called.
12:50 - Security collected passports and called in two people at a time for security screening
13:10 - Wife's named called at Window #2 to provide AoS documents, and IV Documents. They did not request any supporting documents at this time.

It was my fifth experience at the US Embassy in Bucharest (I have been there before 3 times for the J1 visa and once for the tourist one). I was scheduled at 1 pm, but got there at 12:30. I wouldn't, however, advice you to get there too early because you can't get in earlier anyway. I was the second one in line and there were only 7-8 people waiting outside (they have different hours for non-immigration visas). A couple of minutes before 1 pm, one of the guards came outside, checked our passports and invited us in. You are not allowed to have your phone/laptop/tablet with you, so you're gonna have to leave all of those at the entrance.
After this step, you are entering a different building and you have to take a seat until your name is being called at one of the counters. I got called last for some reason and at the first counter there was a Romanian lady who checked my documents to make sure I have everything I need. I have been there with 2 hours early, I waited outside until the security called us to go in, after security check we walked into another building where I have waited not more then 10 minutes to be called at the first window to pass the papers and the medical exam, then the lady from the window send me to another window to pay the fee, came back, give her the ticket, after that she told me to take a sit, and after another 10 more minutes the consul called my name. The consul put me to swear with my right hand rise I will say the truth and only truth, and then he asked me what's her name, and what I will want to do in america...and YOUR VISA IS APPROVED. The interview itself it wasn't more then 3 minutes. The consul was very nice, and all the people start from security was nice! I give them 5 stars !

After going through the security area, and entering the embassy where the desks and interview took place, they asked me for a new passport picture because apparently my ear lobes needed to be more visible, which I thought it was a joke, but yeah. They checked my documents, I payed the fee, I had to have NEW passport pictures. and after 30 min I was asked to head to the interview desk, the Vice Consul, american citizen, struggled reading a few word from the oath in Romanian. Then we went on about the interview in english. He asked me several questions, I think more than 10, and at the end he told me there is a problem with my fiance's divorce paper ( My fiance provided a certified copy which he obtained from the court house where the divorce took place, document he had to pay for), the consul handed me a refusal work sheet and my passport telling me to bring the original divorce decree, because apparently the paper we provided, they considered was not authentic. although it was signed ... read complete review

First I want to give glory to God. We found grace in the eyes of these people and we asked for that, it was not something we had control over.
I am posting this review because we found comfort and help by the other couples who did the same.
We arrived at the embassy 30 minutes early, and we waited 25 minutes until a security guard walked across the street to a group of us and called us by name. When he confirmed my fiancée and myself we were invited to go through a security screening that is the same as the airport, we had our phones and a Zip drive on us and we were asked to check them in and they gave us a ticket to pick them up on the way out. The guards were very nice to us, they behaved like gentlemen and smiled and were friendly.
