You have not mentioned the Country, we can tell you what a legal marriage looks like. As an aside I have never been asked about a Marriage Certificate at the DMV.

This guy entered illegally, arrested send to Immigration Court, defensive Asylum claim rejected, did marry his GF and was put in WoR as the Judge held it was not safe for him to return? Combination of him being a gang member, threatened by gang members, who knows. Assuming his wife is a USC it would be a long process first the I 130 then the I 601a.
