Most common situation for health cover is to get added to their Spouses arrangements. I agree I think you are just waiting. It seems from all the cases I have seen if you have a standard case it follows a certain pattern but if you have a slightly different one and it gets kicked out then you have to wait until maybe the one person at the Consulate who can approve reviews it, that person of course may be snowed under, on vacation etc so it becomes a wait and see situation.
