    US is weird and you probably need a CPA, but you were not tax resident until you entered.

    I never intended to move to the US, sort of happened. I worked for a Multinational company in the City and realistically it was not going to happen if I had even considered it. Amusingly my Dad did have an offer, maybe my Brother as well but it was me who moved. With your background, is it impossible no, unlikely yes, take the simple route.

    As nothing resulted, charges dismissed I would have happily answered no, too late now. Personally think the question is horribly worded, but so are others.

    My observation from the no end of posts I have seen on here and it applies to both men and women is that the usual thought process that would apply if say the other person lived in a different state goes out the window, my other observation in 99% of cases despite this being suggested it is ignored.

    I think you first error was the VWP, ESTA question is a little bit more subtle than suggested and that would be the way to go. Not much you can do now, 2 refusals and well they have their records, why would someone else take a different route. I do not see the need for a waiver, waive what?

    The best bet is to get a complete medical done, saves a lot of hassle. A lot of the Doctors seemingly do not want to do anything other than the full medical.

    I 601 is the waiver form, to what extent a DIY is DIYable is debatable. From a practical perspective highly unlikely your reason would be the same as someone elses as very few religions have an issue with vaccines so a very minority area.
