  11. In most cases that has been my understanding. Now there is no way you can tell where you are, how long you could have waited. He mentioned a few cases where there was fairly immediate action, now I could not help but wonder if this would have happened anyway, in which case you wasted a chunk of change.

  15. LPR is assume. Out of status means he has to go through consular processing. Does he have a ban?
