CNN covered this yesterday, now obviously they had an outraged lady commentator. I have also noticed that the advertising on CNN has a certain pattern that maybe related to their audience. So I have it on now and am going to jot down the ones that seem to be relevant. Why are you going the K1 route? If she has a Visitor Visa she can visit, we have a mega Thread on the subject. You need to show you met her not her Mother.

Jim had a classic on 2 days ago, in this case this guy had been visited and was trying to prove the opposite, that he was not cohabitating with an ex wife whilst married to a USC. As he explained it they lived at opposite ends of the building. I envisaged some massive mansion with one of those very long dining tables, turned out to be a 2 bedroom apartment. Now this does sound more like that standard US Film from the 1950's arrangement. -

If the +1 was for example a US Citizen there would be no issue and they would cover your expenses as defined. But you are not so the only option you have currently is to visit, I assume you can use the VWP which is up to 90 days, I would not push it that far, and that you will find out in April what sort of expenses they will reimburse, flights, living costs whatever. Maybe x flights a year and a per diem? -
Permit Usually new residents can for a while which varies by State. Some are more generous than others.

You mention no basis for him to be admitted to the US, presumably he has the Mothers permission to travel to leave the US.

These are the same people who keep on going on about defending Democracy. You must admit it is hilarious. Amusingly using such a broad brush interpretation I can see Old Joe having the same issues. Where does it stop? All the Dem states ban Trump and all the Repub States ban Old Joe?
