The BBC did describe the LA Riots as Peaceful Protest, completely missed the irony.
The Diversity Riots in Northern Ireland amusingly were not so described.

Anyway not sure why you applied for ESTA when you are not eligible. You did get an expedited appointment for a Visa interview and assume you will be issued one.
However yes they did issue visas same day but that was many years ago and I have not heard of that happening any time recently.
Cancellation and Curtailment Insurance? I would be very surprised of you had a claim, certainly not normal but I seem to remember there is cover you can buy for cancelling for any reason?, not available in my time and I assume most people do not. Got to be expensive.
Whether a waiver will be needed will be determined by the Consulate at the time of the interview.
I am inclined to think a waiver will not be required however the devil will be in the details.
Which Consulate will she be interviewing at.
I sometimes think I have seen it, heard it, but I am sure there are things the USCIS have seen I have not, they have seen this a thousand times, do not mess it up.
