I am inclined to think a waiver will not be required however the devil will be in the details.

I have seen plenty of cases where people have had an interview been refused and waited it out for the ban and then had the visa issued.
Might be cleaner to have the interview as soon after the bar is over.
It used to be you walked out with the visa but that was a looong time ago.
On average they seem to take a week, how long yours will be is another issue.
