Reminds me years ago, lived in a small town and there was a nearby quarry and the local rag did a story on it, they mentioned that they could not find local labour and their employees were on H2bs
I did the maths in my head and if you assumed each State had a pro rate allocation it meant half of Colorado went to this small town, despite the ski industry etc being big users.
i have known lots of people here without status, lots of people who employed them, incidentally without trying, not my job.
How hard is it if it was?
Personally strikes me as much simpler ways of making a big dent, if they really wanted to.
