I would think Agents/Management Teams would be well aware of them and who to use.
There is never an official reason, and time lines vary, I have seen quite a few people use Henya who are not Kenyans so maybe that is hurting the processing times.
The ones I have come across before have been handled by the Management Company/ Immigration Lawyers. I have no idea what the 40 hours refers to or why it is any way relevant. Not sure sure there is a definition of full time and if there is it would not be 40.
