  8. As far as I am aware there has been no study why people applied for the CNHV programme. I would think most have no valid asylum claim, Some I have seen have come for expensive medical treatment Some have used it as a tourist visa with benefits Many seem to have no idea what you need to do to qualify for asylum. Some have just come for a better life, thinking it would be forever extended or not thinking what would happen after 2 years I would have thought most Ukranian have no asylum claim, I remember one early case where it was being used as a shortcut to CR1, the lady had move to Turkey a very long time ago, but still had a residence in Ukraine, well an address she could use. Others left they their countries decades ago. And anyway if you did not come up in the lottery element you had years to wait, not that consistent with needing to flee. Obviously Cubans could chill for a year and adjust under the CAA, the logic of which escapes me. They did block Cubans with EU passports doing the same via the VWP. And of course for these programmes everyone of the nationality qualified, even if you were part of the ruling Junta. Make it make sense.
