After moving you need to file this form: https://www.canada.ca/en/revenue-agency/services/forms-publications/forms/nr73.html asking CRA to determine your residency status. When you get the determination, you can provide it to your Canadian employer with it (you might be EI or OAS exempt, for example). However, before moving, or making any decision, I would consult with a fiscal accountant.

From the wording of the letter (hard to tell from how the cut is done), but it seems to be denied because of the two bullet point lines in the letter, failure to establish "bonafide..." and "... citizenship". I was asking about cohabitation, because @mallafri76 seemed to imply that physical contact/contact visit was a condition of approval in her post here:

No need to tell us, but during those 12, or 8, years, have you ever cohabitated, or has he been incarcerated the whole time? Just wondering if that is their reasoning behind "Establish a bona fide relationship with the beneficiary". Hopefully, other members who have adjusted status while their partner were incarcerated will be able to provide guidance.

As I said, you can travel by land with the enhanced driver's license. Mail it in, when your father receives it, drive back to pick it up and to enter on your visa. Now that you wrote that you have a TN visa, that might support your request to get a second passport. If you are in the US, you might want to reach out to the consulate for your area.

As many of us have told you, you need to reach out to the diplomatic mission where you interview took place, seems to be London for you. Have you reached out to them? Also, I do not doubt your story about your passport being held at the airport; I have seen it before. Plenty of things that are not supposed to happen, do in fact happen. -

Before flying back, I would try to reach out to the embassy and have the packet sent by courier to be and go to a deferred inspection center. I'm sure it's not the first time this has happened. -
I am sorry you experienced all these delays and hurdles; hopefully things will be smoother from now on. However, I would like to clarify that there are a few doctors in different regions of Canada that are able to conduct the medical exam. Since Canada is a large country, still not perfect, but there is more than just a doctor on the West Coast (and some applicants have stayed a few extra days in Montreal to do the medical exam and interview in the same trip). https://travel.state.gov/content/travel/en/us-visas/Supplements/Supplements_by_Post/MTL-Montreal.html#med_exam_instructions

You can do either/or. Different paths to a very similar result; you check it, you risk A/B/C, but also might benefit from not having to go in person. You don't check it, then you have to go in person, and risk meeting a bad employee, or a great employee. Personally, I would just go in person and then be sure the "REQUEST CARD" action has been started. Then again, the office is half a mile from my place, so the costs (time/money) are minimal.

At this point, there is nothing preventing you into doing research into third countries where you might be able to both live, while waiting to see what kind of (re)solution he will get from his government;then go back to a lawyer (https://www.scottimmigration.net/ ?) to see if it changes anything. Wishing you the best.

That is also the way I see it. If they are amicable, it might be a good idea to sit down together and compare the cost of a contested divorce ($$$), vs the cost of just filing together ($), and then use the difference to get back home/have a little starting fund. I think there is a way for both of them to win by making it as easy as possible.
