Yes, you’re basically approved — the officer recommended approval, but your case is now in a random quality review, which is standard and not about your application personally. It just slows things down while a supervisor double-checks everything. It will delay your oath ceremony notice, but it’s not a bad sign. If it’s been over 30 days since June 24 and you haven’t heard anything, you can contact USCIS to follow up. Hang in there — you're almost at the finish line.
