No, that's in ds160 you are thinking. There it asks to explain. I am talking about the website for interview scheduling. There it only gives those 3 options. Here's a screenshot:

I am trying to schedule an interview for my f1 visa A question asks me to select the visa priority. The 3 options are (1) interview waiver, (2) previously refused, (3) regular. Now I was refused a U.S. VISA (F1) way back in 2017. Now, since I was refused a VISA, should I select "previously refused"? However, it happened in 2017 -- almost 8 years back. I read online from people (and watched youtube videos) that "previously refused" should ONLY be selected if you were refused within 1 year -- like someone applying second time immediately after getting a refusal. If the refusal happened more than 1 year ago (in my case 8 years ago), we can choose regular. Is that correct? Please someone knowledgeable respond, and let me know what to do. So should I choose previously refused or regular?
