When a case was transferred from WAC to IOE what does that mean?

I got some replies where my daughter lives and if her I-130 was approved here is the details. On 31st July, 2013. I filed an I-130 petition F3 for my married daughter living in Trinidad, it was filed at California Service Center. On 29th April, 2024 the case was transferred to ELIS at POTOMAC Service Center. that's after 11 plus years it was transferred. Does anyone have any idea what I am looking in terms of years. Thanks NB case still not approved.

Hi Everyone, I am newbie I have an F3 pending for my married daughter PD since 07/31/2013. Can someone please tell me when last someone got an approval and how many years F3 took. I am so frustrated...
