    By looks of it, they are missing page 2 of the actual RFE . You only got page 1 and the “cover letter” meant to be attached to the response. Respond with a letter and say RFE does not specify what USCIS is requesting, . They will realize their mistake and RFE you a 2nd time for whatever they originally wanted. No harm in resending the updated form and any other evidence you may have
