Green Card Different IOE number?

hey everyone, i have a question. my husbands visa was just approved so I went to pay for his green card on USCIS. I entered all the numbers that showed on his visa but when i got the receipt it shows a different IOE number than the one from the I-130? is that normal. also when i tried to add the green card case to my USCIS account it keeps saying its registered to another account. is this normal?
