My stepdaughter was born in the Philippines. Her father, was in the US Army, USC. We have his SSN and a copy of his old drivers license. He did sign the born cert. when she was born, almost 16 years ago. He never did the paperwork for her to become a USC. Fast forward, now she is in the USA with a IR2 visa. How do I make her a USC? Do I have to wait the 5 years and file paperwork with USCIS or can I file for her passport. Thanks in advance Curt
