All EB1/EB2 cases are mail only. I just went through this and got documentarily qualified for EB1A
Here is what I did:
Include an index of exhibits like the following
INDEX OF EXHIBITS
Principal: John, Doe
Exhibit 1 John Doe's valid unexpired passport
Exhibit 2 John Doe's Birth Certificate with translation
Exhibit 3 Marriage Certificate with translation
Exhibit 4 Divorce Certificate for ex spouse with translation
Exhibit 5 Divorce Certificate for ex spouse with translation
Exhibit 6 Military Records with translation
Exhibit 7 Police Certificate with translation
Spouse: Angelina, Jolie
Exhibit 8 Angelina Jolie's valid unexpired passport
Exhibit 9 Angelina Jolie's Birth Certificate with translation
Exhibit 10 Police Certificate with translation
And yes you always include the photocopies of original documents first, followed by it's translation.
The method above worked for me and I received a DQ notice after 2 weeks.
