My I140 was approved since March 2024 and I'm still waiting for Welcome Letter. PP was Jan 2024.. Please anyone in the same situation?

Please is there anyone here who is waiting for Invitation Letter after the approval of I-140? I have a friend whose PD is Jan 2024 and I-140 approval for EB2 NIW category was Mar 2024 and still waiting to receive Welcome Letter.. He is a Nigerian and Canadian citizen.. he had received his case number and account number from NVC already.
