Overseas travel after Green Card

Hey me and my fiancée are getting close to the end of the K1 Visa but I have a question for the future that maybe someone here might have an answer to. I (US citizen) am an overseas religious worker and it’s our hope to continue this after we get her green card. We would need to be in the US for about a year and a half before going. It is our intent to live in America when I no longer have an overseas assignment but until then we regularly would return for 1 year furloughs, hence the need for a green card. I know about the 131 travel permission form but would this possibly affect her getting a green card due to permanent residency issues? -
We received our notice that the NVC was sending our application to the embassy about 3 weeks ago. Still waiting on the embassy to send the packet 3, but we know that will take time. However when I used her NVC number on the CEAC website it says our case was refused. Did something go wrong is it that normal until we actually start sending things in?

Hey so my fiancée is from China and we are getting here papers translated and notarized and a question came up that we wanted to quickly double check on. It says that police reports need to be from the entire time they were in country. Hers from her home nation starts at from the day she turned 18. Is that an acceptable start date or are they also wanting juvenile records. Hers would be empty if it exists but just wanted to make sure there is no surprises for when the interview time comes.
