Case transfer for Afghan citizens (At NVC)

I have the following options: Muscat (Oman), Dushanbe (Tajikistan), Islamabad (Pakistan), Kigali (Rwanda) or Abu Dabi (UAE) I narrowed it down to Oman and Tajikistan. Hope you all are doing well! I am an Afghan citizen currently residing in Afghanistan and my fiancé is in the US our petition for k1 fiancé visa was approved on 04/June/2024 and The National Visa Center (NVC) recently informed me that due to the suspension of operations at the U.S. Embassy in Kabul, I am required to select an alternative location for my K1 visa interview. I am do not know about which embassy to choose for a faster interview appointment. Your assistance would be greatly appreciated As Pakistan is an option but it takes more than one year to get an appointment.
