    My dad was a legal resident, but he was in jail in Texas. He has been living in Mexico for the last 7 years. He qualifies here in the United States for his Social Security (which he cannot receive while in Mexico) but he wants to receive his Social Security and thus he wants me to apply for a waiver for him. How do I get his record to be able to know what waive to submit?
