Also, Will they give any relaxation if I am 21 years and only few months above CSPA age??As this aging out was bcz of NVC

Hi!My uncle applied for us in July 2007,my DOB is 9 November 1999,since the chart A of visa bulletin retrogressed due to covid ,my pd is still not current in chart A,will NVC give me visa,as I aged out bcz of very very slow movement of chart A after 2019( Covid)??
