    What ever option you choose you must follow all instructions or your application will be subject to rfe, or denial. Highly recommend several visits as pakistan is high fraud country.

    What was the intent of the tourist visa? If immigration was the intent from the beginning then that's fraud and the applicant must return for consular processing. I would file the I765 because it would be needed for social security number and state ID or driving licence.

    Please complete your timelines. If you have less than 15 days remaining on I 94 than you will have to wait for work permit or green card to get social security card.

    If you want to work, you need SS number. No sure about your timelines, but if there is less than 15 days on the I94 than you need work permit before SS card is issued.
