I-864 updated income?

130 approved for my mother. 6 dependants including her, my mother in law got rejected as a household member 864a, she is retired, lives with us and is claimed as a dependant. She was asked to submit a 864 as a joint sponsor, NVC said it was not sufficient that I needed to add another Joint sponsor. Which I believe is wrong. The reason I was asking if I can include the social security benefits my daughter receives since I am the payee and the one who manages it. -
My first question is, can I add the income from my daughter ss survivor benefits? I am her payee for 5 more years. If so, how do I go about updating the already submitted and accepted form 864? If I do add that it, my income will be well beyond the poverty guidelines required. Note: Interview has not been scheduled yet. Thank you.
