Hi, no. I didn’t mean to confuse you. the manila envelope is totally sealed. when it was mailed, it was in a sealed plastic (the manila envelope and the passport inside) he opened and ripped the plastic to take his passport out. he never opened the manila envelope, just the plastic wrap that contained the manila envelope and his passport. thanks for responding, it made me overthink but I figured it out.

Hello, my fiance recently received his passport with visa on it and the manila envelope turned it with the immigration does it matter if the sealed plastic envelope is totally ripped? but the manila envelope is intact anyways.
