I'm seeking advice regarding an issue I'm facing with transferring my spouse's immigration case. I am a US green card holder, and in 2017 I filed a I-130 petition for my spouse. The application was approved and sent to the US embassy in South Korea for interview scheduling in 2021. Due to a move to Canada (new residence), my spouse couldn't attend the scheduled interview in November 2021 in Seoul. Following our attorney's recommendation, we requested a transfer of the case to the US consulate in Montreal over email. However, the case transfer seems to be stuck - to my knowledge, no progress was made on it in the last 2 years. Communication from Montreal office:

Sep 16 2022: <response to my second inquiry, as I did hear nothing since>
July 28 2023: <response to my third inquiry, as I did hear nothing since>
I also reached out to Seoul (the local proxy agency) recently to see if my spouse can actually reschedule and attend the interview in South Korea (given the stuck transfer process) and was advised to wait until transfer completes. My spouse holds Uzbekistan passport and we didn't explore that path yet. We had 2 kids born abroad since the original petition was filed in 2017, so I expect extra hassle once we finally (hopefully) get to the interview. However, I'm starting to lose faith in the process ever completing, so any tips or guidance on how to effectively manage this situation would be greatly appreciated. Has anyone here experienced a similar situation with transferring a case between consulates, especially involving Seoul and Montreal?
Few more specific questions:
How do you ensure effective communication between the two consulates for a smooth transfer?
Is there a specific form or procedure that I should be aware of to expedite this process?
Any general advice or tips from those who have successfully navigated a similar situation? USCIS contact advised reaching out to DHS for guidance, which I haven't explored yet.
