I myself submitted I-130 for my mom a few years back. It was approved and the case was at NVC. But things changed and she was not sure if she wants to stay in the US for long term. So I withdrew the petition. We now have decided to apply for her again and not sure how to answer this question "Has anyone else ever filed a petition for the beneficiary?" Will it be 'yes' or 'no'? The 'else' part confuses me since it was me who filed not anyone else
