    They mentioned other embassies don't serve non-residents so I assume they don't have a residency anywhere which is also required for Schengen. Correct me if I'm wrong but I thought they were evacuating a lot of staff and the situation with interviews is complicated due to war there? I can't imagine they still accept transfers
