Thanks, do I need to file EAD and AP , even when she won’t work during her stay here.

My mother has a one year visitor visa with multiple entry that expires in June of 2024. She came in to United state on September 26 2023 and she been here three getting to 4 months . It is late for me to file an AOS for her because i want to start the process ASAP. And what forms do I need to file first Form I-485 or Form I 130 or file both at once. and how much for the whole process
