Four years later I'm having the same exact problem... but mine is worse because I need to remove my ex-wife and change the visa class from F-3 to F-1, which will expedite my process. And even worse is the fact that they no longer receive phone calls. The people who answer the public inquire form are useless, they keep sending me instructions on how to do it through the CEAC account ignoring the fact that I told them that it is exactly what I did but it is not working. I wonder if you problem was solved and how.
