Hello, my husband is filing the police certificate online like this photo and an un-opened seal at the back of the envelope, but the NVC rejected and it said “please replace this with an acceptable police certificate from a correct issuing authority” He went to the Osaka prefectural office to get the police certificate, I don’t see anything wrong here, could someone help? Thanks!
