Yes, it is definitely hard to tell what is going on. Different embassies prioritize different things, and then there's the randomness/luck aspect as well. That's an interesting real-life example.

Yes, for some it may make sense to switch categories. You may be able to file sooner if you do switch to F1, but if you will get approved sooner is the unanswerable question.

I wonder why they haven't moved the filing action date yet. There's only ~ 5 1/2 months between filing date and final action date now.
Another good indicator of bulletin moving more regularly would be if they move the filing date because that hasn't moved either in a long time. My medicals are going to expire in August and it would be really annoying to have to pay again for an updated medical.
