My fiancés case was returned on July 3rd as well to uscis. I’m thinking uscis probably messed up a batch that was meant to be sent to the nvc.

I’m in the same situation 4/23/23 noa2 7/03/23 department of state sent petition back to uscis Uscis is currently reviewing the case and they said they want at least 180 days to reaffirm the case. However from what I’ve found online it’s not taking longer than 1 to 3 months for most cases. I’ve been checking the online case status in the uscis portal and also sending them inquiries. The uscis officer said there’s no documentation required and nothing seems off. I’m thinking it might just be a clerical error. my attorney said it’s very odd for a case to be sent back to uscis without having a case number assigned first.
