I recently submitted my documents to the NVC and they didn't like my Police Certificate. I'm Portuguese/Russian citizen applying for a CR1 visa. I was born in Russia but haven't lived there since I was 16 years old (more that 20 years). I was requested to submit both my Portuguese and Russian Police certificate. NVC accepted my Portuguese one, but refused the one I provided them from Russia. As I'm not there, and it's extremely hard for me to go there at the moment, I went to a Russian consulate in Lisbon and they issued me a Police certificate. It is issued in Portuguese, and says that I got no criminal record, and that they received the information from the Ministry of the Interior that was later passed to the Ministry of Foreign Affairs, it also got a seal and a signature from the employee of the consulate.
As per https://travel.state.gov/ the document being in Portuguese shouldn't be a problem as its stated that the Civil documents can be "in the official language of the country from which you are applying", and I am applying as a Portuguese citizen.
Also on the nvc.state.gov/find it is stated that "Those residing outside of Russia, both Russian citizens and non-citizens, may either delegate a Power-of-Attorney to apply for the certificate on their behalf in Russia, or apply directly to the Russian Consulate where they reside." And as I reside in Portugal it shouldn't be an issue that I got it from the Russian Consulate.
Any now my Certificate was refused and I received a note "Please replace this with an acceptable police certificate from a correct issuing authority. Please use our Document Finder at https://nvc.state.gov/find for acceptable documents guidelines."
From what I understand I already gave them a documents that satisfied the guidelines of https://nvc.state.gov/find but they just didn't like it for no apparent reason. I already submitted an inquiry asking why.
My question is, if I request a digital certificate via gosuslugi.ru will they accept it, as it's only digitally signed and and got no physical seal or/and a signature on it? Because there is no mention of them accepting the digitally issues documents (unlike it's written for the Portuguese Police Records).
