They also stated, "The applicant does not have to come to Montreal to submit the I-130 petition. Any U.S. Consulate in Canada will accept it. In fact, some consulates might be able to provide earlier appointments than Montreal. If the application is accepted by a consulate, they will forward it by mail to Montreal for further processing."
I emailed Montreal, Ottawa, and Toronto yesterday. Montreal hasn't responded yet, Ottawa didn't help at all, and Toronto asked if I can come in April for an interview. So that's awesome to hear! If I was to finish Packet 3 early, do you think they'd accept it? I know my wife would have to do two interviews, but we're trying to get ahead by already getting our police certificates and she has her medical scheduled for the end of this month.
