I did a notarized statement from me, court paperwork showing clean record, and police department paperwork showing clean record. That worked for me.

For the I-134, they list all the possible things you can submit. You don’t need to bring all of them. You need to provide something that shows your income, not multiple things. Just get the federal tax transcript from the IRS. That is plenty. It comes straight from the IRS and clearly shows what you made, is easy for the agent to read and understand, and is less likely to be faked. https://www.irs.gov/individuals/get-transcript For us, they just looked to see if we brought it, and then ignored it. NBI is the Philippines National Bureau of Investigation, you’ll need a police clearance from them. You’ll also need a police clearance from Singapore, and you may want to get that as you are leaving. That might be easier/simpler/cheaper.

Mystery solved. The first email came from asknvc@state.gov and the second email from NVCResearch@state.gov. Both seem to work for the same group and contractor company. I sent an inquiry to AskNVC about my petition, and received two similar, but slightly different responses on the same day from two different agents. Weird May 26, 2023 – NOA2, “Case Was Approved” – USCIS June 30, 2023 – Sent an inquiry to “Ask NVC” to see if they received my petition. July 7, 2023, 7:42 am – NVC response to inquiry: “The National Visa Center (NVC) received your inquiry and the attached I-797 Notice of Action - Approval Notice. However, we do not have a record of receiving your approved petition from U.S. Citizenship and Immigration Services (USCIS). We will contact USCIS to determine the location of your petition. You do not need to take any action at this time. Thank you for your patience as we work with USCIS to make sure your case is moving forward. Although the Form I-797 approval notice mentions a delay of up to 30 days for cases to be delivered to NVC from USCIS, current shipping times may be longer. Once NVC receives this petition from USCIS and enters it into our system, all case parties will receive a notice that they can begin processing if a visa number is immediately available.” July 7, 2023, 11:01am – NVC response to inquiry: “Thank you for your inquiry. Hi, Looking for current info on how to get a Hong Kong Dollar bank draft for the police clearance. Everything I found is old/outdated info. Anyone done this recently? We do not know anyone in HK. I’m currently in the US and she is in the Philippines. Thanks

Ah, not for Butte Co court in California. I talked to multiple people there, explaining my situation every time. They kept telling me that they only certify court records, and there are none, so they could not give me anything that said that the case had been cleared. I ended up giving USCIS, a courthouse printout of my name, with no cases listed, a screenshot of the case lookup tool with my case number, saying no case found, another copy of my expungement paperwork, a notarized copy of my empty police record from the local police department there, and my notarized statement about of all that. That ended up doing the trick.
