There was more E3 priority during the pandemic as there were many health workers in that group. With some getting an interview within 3 months. But since then there doesn't seem to be much rhyme or reason.

On page 1 of this thread 3labmom was discussing their ongoing lawsuit using the WOM. This is not a new topic. And they are now in the US. So perhaps it is a very reasonable thing to discuss. Perhaps read up on the purpose of the WOM - it is to get action within a reasonable time frame, which is not happening. Hence why this is a valid action to take.

I know that previously people have tried to sue them using the writ of mandamus, but that didn't work either and costs a lot for lawyer fees. No idea how we can speed anything up. It's very frustrating considering we are already approved and this is just a glorified document check.

Because most people who have been waiting years have dates which are current for green cards and our only hold up is montreal, not green card availability.

It is not possible to provide precise wait times for immigrant visa appointments, as facilities, staffing resources, and local conditions all affect capacity and scheduling. As of September 29, 2023, most Immediate Relative and fiancé(e) visa cases being scheduled for interview in Montreal were documentarily complete at the National Visa Center in June 2023; most Family Preference cases with visa numbers available that are being scheduled for interview were documentarily qualified in April 2021; and most Employment cases scheduled for interview were documentarily complete in January 2021. Ah. Montreal have went backwards. I'm really hoping this was a copy paste error and not that they were getting our hopes up that they had actually made some progress.

We have never had the 60 day emails... should we be concerned or just assume further incompetence from montreal?

It is beyond frustrating. They made so much progress at the start of the year, then just nothing. I'd really hoped they were going to keep the same pace and was so disappointed.
