Does any way to expedite the case as my father is very old and having health issues now. And, need to be with all kids to spend his time with all family.

My US citizen father has filed a petition for my married sister in 2013. Now case is approved in 2021. But case ID is not accepting payments for her family. It is Freezed till next update. Please advice what is the forecasting to her processing.
