the wife received authorization, but the husband is Russian with Russia passport, IS it possible to get two cases in one , he already received denial. If I attached his marriage certificate, his Ukrainian local passport  is it even possible to get an approval for him?

I don't have any information specific since October 19th. But previously this situation indicated that something about I-134 was not sufficient to meet the approval process. From my observation it was often not complete/sufficient documentation.
